ILEC stands for incumbent local exchange carrier and refers to a U.S. phone company that provides local service when the Telecommunications Act of 1996 was passed. They are tier-one providers, or can provide services directly to customers while CLEC’s are two-tier providers or resellers of services they buy from tier-one companies who they actively compete with.
